The publication will contribute to the understanding of the little known war in Alaska during World War II including the role of Allied and Japanese forces, the relocation and internment of the Unangax to southeast Alaska and prisoners of war interned in Japan and Russia. The cooperator and graphic designer will complete research relating to the war in the Aleutians. Materials from the National Archives, other museums, and archival institutions and NPS collections including oral history interviews, stories, and photos from veterans of the war and Unangax interned during the war will provide the basic research materials to complete the interpretive product. The final product will include historic photographs and narrative including quotes from oral history interviews and published literature. The Principle Investigator will prepare a draft of the topic associated with spread in the publication including maps and photographs and a final product incorporating NPS review comments that is print ready. STATEMENT OF JOINT OBJECTIVES/PROJECT MANAGEMENT PLAN This project brings the inherent strengths of the local, placed-based organization and the federal government together to complete a project of shared interest and benefit. The Affiliated Areas program of the NPS seeks to build and maintain partnerships with parties working in the area or in the park unit. Projects supported through the program need to be of mutual benefit and need to have substantial involvement from both parties. These partnerships further the NPS program goals of fostering collaboration across research and cultural studies in the region. These partnerships lead to increased understanding and appreciation of the region and further the goals of the program and the National Historic Area. RECIPIENT INVOLVEMENT In particular, the Aleutian Pribilof Heritage Group will be responsible for the following: a) Work directly with tribal organizations in the Aleutians and WWII veterans to complete the deliverable outlined under this project. b) Confer with NPS on appropriate topics for the publication and selection of images and quotes to complete each spread's interpretive message. c) Conduct research on approved topics using both national and local archives and institutions including the NPS archives. d) Consult with the local native organizations in the Aleutians to assure appropriate language and terms are used in characterizing Aleut/Unangan people, places, and things. e) APHG under the direction of Jake Lestenkof will provide opportunities for veterans and Aleut/Unangan to have a voice in each theme through contribution of photos, stories and memorabilia and review of the draft document. f) Provide broad opportunities for review of the draft document before final. g) Assure that all necessary permissions are sought for photos, quotes, stories and memorabilia used in the calendar. NATIONAL PARK SERVICE INVOLVEMENT Substantial involvement on the part of the National Park Service is anticipated for the successful completion of the objectives to be funded by this award. In particular, the National Park Service will be responsible for the following: a) Using the network of NPS and professional (historical and anthropological) contacts, facilitate dissemination of final product (printed volume) to relevant communities and organizations in Alaska and elsewhere. Assist with the dissemination of information working with local park units to post information, advertise the publication, and include in interpretive programs. b) Provide technical assistance and expertise to the project including selection of appropriate topics for each theme selected for the publication. The technical expertise provided by the NPS will include providing research notes, oral histories, and other documents from NPS archives and historical photographs, obtaining permission to use photographs, writing an introduction to the publication, and reviewing and commenting on the draft document. c) Connect this project with the NPS network of projects aimed at indigenous and subsistence knowledge and share how this effort is structured and the final results, to inform other preservation efforts especially those working internationally. d) Post completed publication, in digital format and fully 508 compliant, on the Aleutian World War II NHA web site and disseminate printed copies to WWII veterans and their families, schools and other educational institutions, Native governmental and non-profit entities and civilians who lived through WWII in Alaska and on the home-front. e) Facilitate connections with NPS partners in the WWII National Historic Area at Dutch Harbor and coordinate the review process with same as well as NPS technical experts. f) Assign Janis Kozlowski, Affiliated Areas Program Manager, National Park Service, as the Agreements Technical Representative (ATR) for the administration of this Cooperative Agreement; and as Liaison between the NPS and APHG for the implementation of the program(s) identified within this agreement. g) Provide $12,100 during FY 2015 to cooperator to carry out the work stated in the preceding objectives. (See Attachment 1: Budget. ) SINGLE-SOURCE JUSTIFICATION DEPARTMENT OF THE INTERIOR SINGLE SOURCE POLICY REQUIREMENTS Department of the Interior Policy (505 DM 2) requires a written justification which explains why competition is not practicable for each single-source award. The justification must address one or more of the following criteria as well as discussion of the program legislative history, unique capabilities of the proposed recipient, and cost-sharing contribution offered by the proposed recipient, as applicable. In order for an assistance award to be made without competition, the award must satisfy one or more of the following criteria: (1) Unsolicited Proposal – The proposed award is the result of an unsolicited assistance application which represents a unique or innovative idea, method, or approach which is not the subject of a current or planned contract or assistance award, but which is deemed advantageous to the program objectives; (2) Continuation – The activity to be funded is necessary to the satisfactory completion of, or is a continuation of an activity presently being funded, and for which competition would have a significant adverse effect on the continuity or completion of the activity; (3) Legislative intent – The language in the applicable authorizing legislation or legislative history clearly indicates Congress' intent to restrict the award to a particular recipient of purpose; (4) Unique Qualifications – The applicant is uniquely qualified to perform the activity based upon a variety of demonstrable factors such as location, property ownership, voluntary support capacity, cost-sharing ability if applicable, technical expertise, or other such unique qualifications; (5) Emergencies – Program/award where there is insufficient time available (due to a compelling and unusual urgency, or substantial danger to health or safety) for adequate competitive procedures to be followed. The National Park Service did not solicit full and open competition for this award based the following criteria: (4) Unique Qualifications Single Source Justification Description: The Aleutian Priblof Heritage Group was established to preserve and interpret Aleut culture and heritage particularly as it relates to WWII. The Aleutian Pribilof Heritage Group is the cooperator, which has the necessary experience and the unique qualifications to fulfill the goals of the project as well as to advance the goals and objectives of the Affiliated Areas program and specifically those of the Aleutian World War II National Historic Area. The Aleutian Pribilof Heritage Group, having prior experience, knowledge, and relationships with the individuals, organizations, and experts required for the successful completion of this project, is the only organization with the unique qualifications to complete this project.

Funds will be spent to bring 300 Anchorage 4th grade students to Kenai Fjords National Park and the Alaska Sea Life Center. Students will receive programing from the park service ahead of their arrival. Once they arrive to Seward they will attend 4 different programs including 2. 5 hours of instruction at Kenai Fjords National Park and 2. 5 hours of instruction at the Alaska Sea Life Center. STATEMENT OF JOINT OBJECTIVES/PROJECT MANAGEMENT PLAN The partner organization, The Anchorage School District, will arrange for booking of classroom presentations, presentations on site in Seward and transportation. The Anchorage school district will make this opportunity available to all under served 4th grade classrooms on a first come first served basis. The Anchorage School district will submit receipts and obtain reimbursements through the ASAP system. Kenai Fjords National Park will develop programming in alignment with the school district's curriculum. They will also work with the Alaska Sea Life Center to develop programming that matches the 4th grade curriculum. Park rangers will present to students in classrooms ahead of their trip to Seward. Park rangers will also present 2. 5 hours of programming to students at Exit Glacier in Seward, Ak. RECIPIENT INVOLVEMENT Recipient Involvement: Cost of Alaska Sea Life center programming and Nocturne even will be covered by this agreement. The recipient will also pay for transportation services using a provider of their choice for bringing students to Seward. NATIONAL PARK SERVICE INVOLVEMENT Substantial involvement on the part of the National Park Service is anticipated for the successful completion of the objectives to be funded by this award. In particular, the National Park Service will be responsible for the following: THE NPS agrees to create a pre-visit program for students to receive in their classrooms. The NPS will further, develop an onsite program for students which adheres to the curriculum standards of Anchorage fourth grade science. The park service will work with the Alaska Sea Life Center to help plan their programs with this fourth grade audience as well. The National Park Service did not solicit full and open competition for this award based the following criteria: There are only three school districts within easy travel ranger of Kenai Fjords National Park. Many of the schools in the Kenai Peninsula Borough School and Matsu districts are already visiting the park. A much greater number of underserved youth attend the Anchorage School District and many of these groups have never been able to afford the cost to visit Kenai Fjords National Park. Unique Qualifications Single Source Justification Description: Kenai Fjords National Park is a significant distance from most schools (90 mile +) This agreement is written specifically for a school district to be able to visit Kenai Fjords National Park and take advantage of a series of programs we offer. There are only two school districts within a reasonable (2 hours or less) travel distance from the park. Of those two we see a large number of Kenai Peninsula Borough School district students' percentage wise. We are reaching out to underserved youth in an attempt to bring schools who could not afford this opportunity on their own. We hope to see new faces and create an understanding of the mission of National Parks with a new audience.
