3.  American Indian tribes and Alaskan Native villages and tribal organizations.
Awardees will enhance their existing infrastructure by improving their staffing and fiscal management to meet the needs of the PICH FOA and maintain a functioning multi-sectoral community coalition.  Required planning activities for PICH include developing a strong CAP.  In addition, awardees must develop sound measurement plans including: 1) the estimation of the number of people with increased access to healthier environments as a result of implemented strategies from the CAP, and 2) demonstration of increased actual use of at least one healthier environment implemented by the awardee.
• Tobacco use and exposure,
• Poor nutrition,
• Physical inactivity, and
• Lack of access to chronic disease prevention, risk reduction, and management opportunities.
A targeted strategy must be identified and implemented to achieve a reduction in a health disparity experienced by one or more priority populations.  Specifically, applicants are required to target special efforts toward priority populations at disproportionate risk for chronic diseases or conditions.  All Americans should have equal opportunities to make healthy choices that allow them to live long, healthy lives, regardless of their income, education, race/ethnic background, sexual orientation, gender identity, or other factors.  Health disparities represent preventable differences in the burden of disease, disability, injury or violence, or in opportunities to achieve optimal health.  Recipients will describe the intervention population selected, including relevant health disparities, and how selected interventions will improve health and reduce or eliminate one or more identified health disparities.
All activities supported through this FOA must contribute to area-wide health improvements and reductions in health disparities and should be based on a robust analysis of area health burden overall and across population subgroups (population subgroups may be defined by factors such as race or ethnicity, gender, age [e.  g.  , youth, the elderly], education or income, disability, geographic location, or sexual orientation, among others).
In addition, awardees are expected to routinely communicate to partners, the public, decision makers, and key stakeholders about the work funded under this FOA, and disseminate the results of their work to decision makers and the public, as appropriate.  Finally, in order to expand the evidence-base for effective community strategies, one innovative strategy based on evidence and/or best practices (as defined in the glossary) may be selected and implemented with assistance from CDC on an outcome evaluation plan to determine effectiveness.

Community Economic Development Healthy Food Financing Initiative Projects

Funding Opportunity Number: HHS-2014-ACF-OCS-EE-0819

Opportunity Category: Discretionary

Funding Instrument Type: Grant

Category of Funding Activity: Income Security and Social Services

Eligible Applicants Nonprofits having a 501(c)(3) status with the IRS, other than institutions of higher education | Nonprofits that do not have a 501(c)(3) status with the IRS, other than institutions of higher education | Others (see text field entitled "Additional Information on Eligibility" for clarification)

Agency Name: HHS-ACF-OCS

Closing Date: 2014-07-21

Award Ceiling: $800,000

Expected Number of Awards: 13

Description: The Administration for Children and Families (ACF), Office of Community Services (OCS) will award up to $9.  5 million in Community Economic Development (CED) discretionary grant funds to Community Development Corporations (CDCs) for community-based efforts to improve the economic and physical health of people in areas designated as food deserts.  Additionally or as an alternative, applicants can point to indicators of need, such as poor access to a healthy food retail outlet, a high percentage of low-income residents, incidence of diet-related health conditions, or high concentrations of persons eligible for food assistance programs.  Through the CED program and within the framework of the Healthy Food Financing Initiative (CED-HFFI), OCS seeks to fund projects that implement strategies to increase healthy food access, foster self-sufficiency for low-income families, and create sustained employment opportunities in low-income communities.  To do this, the CED-HFFI program will provide technical and financial assistance for healthy food ventures designed to: (1) improve access to, and purchase and consumption of healthy, affordable foods; and (2) address the economic needs of low-income individuals and families through the creation of employment and business opportunities in low-income communities.

CED-HFFI grants will be made as part of a broader strategy to address objectives such as decreasing dependency on Federal programs, chronic unemployment, and community deterioration in urban and rural areas.  CED projects are expected to actively recruit low-income individuals to fill the positions created by CED-funded development activities, and to assist those individuals to successfully hold those jobs and ensure that the businesses and jobs created remain viable for at least one year after the end of the grant period.

CED-funded projects can be non-construction or construction projects.  The grant period for non-construction projects is 3 years; for construction projects, the grant period is 5 years.  The CED program permits facility construction as needed to support business creation, business expansion, and/or job creation.  However, it is important to note that short-term construction jobs associated with preparing for business startup or expansion are not counted when determining the number of jobs created under the CED program as they are designed to be temporary in nature.

Bonus points will be awarded for proposed healthy food projects that involve collaboration with other Federal HFFI Programs and Certain Additional Federal Programs that Address Healthy Food Access, target rural communities and that will be located in one of the following states or Trust Territories that do not have an active CED-HFFI project: Alaska, American Samoa, Arkansas, Colorado, Connecticut, Delaware, Georgia, Hawaii, Idaho, Illinois, Indiana, Iowa, Island of Guam, Louisiana, Maine, Michigan, Mississippi, Missouri, Nebraska, Nevada, New Hampshire, New Jersey, North Dakota, Northern Mariana Islands, Oklahoma, Puerto Rico, South Dakota, U.  S.  Virgin Islands, Utah, Vermont, Washington, West Virginia, and Wyoming.
