Garcia, F. Chris (1978). Chicano Political Learning and Public Policy: Prospects for Political and Cultural Democracy, Integrated Education. The Mexican American child lives in a different cultural milieu than the Anglo child. This results in a different political learning experience for these children. Problems and inequalities faced by Chicano children in the American educational system are focused upon in this article. New policies are suggested for improving the situation. Toll, Christopher (1977). Fruehe Zweisprachigkeit im Unterricht und die deutschen Auslandsschulen (Early Bilingualism in Teaching and German Schools Abroad), Zielsprache Deutsch. Cites tests with children in primary schools being taught in a foreign language (English speakers in Canada being taught in French, Finnish speakers in Swedish). Tests of Filipino children learning English showed that those who had become acquainted with English in kindergarten learned more easily. (Text is in German.) Gavillan-Torres, Eva M. (1976). The Forgotten Rican: The Puerto Rican Community on the Mainland, Harvard Graduate School of Education Association Bulletin. There is an unrecognized difference in the educational needs of mainland Puerto Ricans still influenced by island culture and those of second or third generation "Ricans." Most bilingual programs emphasize exclusively the island culture, ignoring realities of mainland Rican culture and life. Models and a pilot project are briefly examined. Edelsky, Carole; Muina, Virginia (1977). Native Spanish Language Acquisition: The Effect of Age, Schooling and Context on Responses to "Dile" and "Preguntale", Journal of Child Language. Ability to distinguish "ask" and "tell" in Spanish was studied with five groups of native Spanish speakers: adults, 7- and 10-year-olds in a full bilingual school and 7- and 10-year-olds in a non-total bilingual school. Hill-Burnett, Jacquetta (1976). Paradoxes and Dilemmas, Anthropology and Education Quarterly. Asserts that clarity about the concept of culture and about the role of cultural competence in the conduct of social interactions are not the key components in the establishment and continuity of multicultural programs in or in connection with school settings. Macias, Reynaldo F. (1978). El Debate Bilingue/The Bilingual Debate, Nuestro. Like so many issues in a democratic society, bilingual programs have become entangled in a series of related problems, from other schooling policies to economics and, even, political squabbles. As a result, the whole subject of bilingual schooling seems to be dimly seen and easily misunderstood. Adding to the difficulties, the national media have been less than enthusiastic–or intelligent–on the subject.
