CAL-ERIC/CLL Series on Languages and Linguistics, Number 42, Modern Language Journal. This is the sixteenth in a series of catalogues of documents of interest to teachers and researchers in foreign languages and linguistics that have been processed into the ERIC system. The documents cited in the present list appeared in the monthly ERIC abstract journal "Resources in Education" (RIE) from July through December 1975. The list is compiled from all of the RIE citations published during that period, not only those contributed by the Clearinghouse on Languages and Linguistics. Stern, Carolyn (1975). Final Report of the Compton Unified School District's Title VII Bilingual-Bicultural Project: September 1969 Through June 1975. This evaluation of the Compton, California, 1969-1975 Bilingual-Bicultural Project begins by describing the demographic and socioeconomic features of the school area and its need for the bilingual approach. Summaries of the evaluation reports prepared at the end of each year are presented. Summaries include descriptions of the experimental design. These reports focus on measuring changes in children by means of language, reading, and math achievement tests. Following the report for the last year, a general overview of program effects as related to changes in children is presented. The report concludes with a discussion of each of four basic components: instruction, acquisition and development of materials, staff development, and parent participation and community involvement. Addressing the theme "200 Years of Indian Education–What Now–Where Now?", these transcripts of the 17th Annual Indian Education Conference (Arizona, 1976) include comments, questions, and definitive statements of professionals in the field of Indian Education. Presented by workshop title, the seven workshops included in this document are: "Indian Elders Look at Education"; "Higher Education of Indian Students"; "The Role of Indian Women in Education"; "Indian Youth Looks at Education"; "Coordination of Urban/Reservation Education Needs"; "Bilingual/Bicultural Education"; and "Indian Studies". Transcripts from Workshops 1, 5, 7, 8, 11, 12, and 13 are not included in this document; however, the Keynote Address (observations about the history, present conditions, and future possibilities of Indian Education) is presented in its entirety. National Advisory Council on the Education of Disadvantaged Children, Washington, DC. (1978). 1978 Annual Report to the President and Congress. The National Advisory Council on the Education of Disadvantaged Children. This is a report of the Council's site visits, assessment activities, and recommendations concerning programs for the educationally disadvantaged. Although most of the programs examined are funded under Title I, other types of compensatory programs are also considered. Particular attention is given in the report to the areas of: funds allocation and distribution; program planning, administration and evaluation; parent involvement; State operated programs; individualized education; alternative schools and programs; bilingual/bicultural education; American Indian and migrant education; community support services; peer tutoring; and the participation of children in nonpublic schools. Site visit reports from schools in Alabama, Arizona, Arkansas, California, Florida, Georgia, Kentucky, Mississippi, Rhode Island, New York, Tennessee, and Puerto Rico are presented. Bradley, Curtis H.; Friedenberg, Joan E. (1988). Safety Comes in All Languages. This manual presents an overview of important safety considerations for instructors of vocational students with limited English proficiency. It begins with a review of the legal responsibilities of vocational educators to provide for student safety. The second part discusses the legal rights of limited-English-Proficient (LEP) students, and the third part describes the major causes for accidents. The fourth part presents 21 specific suggestions for improving the safety program for LEP students. In addition, a glossary of safety expressions in English, Spanish, Haitian Creole, and Vietnamese is provided. The glossary can easily be expanded to include other expressions or other languages. Following the glossary is an assignment sheet to be used as an individual self-check or for pre- and post-testing with a class. Massachusetts State Dept. of Education, Boston. Massachusetts Dissemination Project. (1979). Resources for Schools: 9. Resources for Training Educators of Children with Special Needs. The guide provides information on training materials, programs, and organizations for preparing educators to work with handicapped children. Entries include a brief description, cost, and contact address for materials on the following topics: adapted physical education, administration, affective development, early childhood education, individualized education programs, laws and regulations, mainstreaming, parents/parental involvement, regular classroom teachers, resource rooms, severe special needs, speech and language development, testing/program evaluation, and vocational special education. A second section lists training programs and organizations for adapted physical education/physical development, administrator education, arts/environmental design, bilingual special education, early childhood education, mainstreaming, parents and parental involvement, regular classroom teachers, seizure disorders, severe special needs, and vocational special education. Seventeen reource centers and general training sources are listed, and training programs offered by Massachusetts colleges and universities are briefly described. New York City Board of Education, Brooklyn, NY. Office of Educational Evaluation. (1981). Park West High School Project "At Your Service." E.S.E.A. Title VII Final Evaluation Report, 1980-1981. This report describes and evaluates Project At Your Service, a basic bilingual secondary education program with a vocational focus for Spanish speaking students and students from other minority language groups. As implemented in 1980-81, the program aimed to enhance the acquisition of the English language and to promote academic achievement among students of limited English proficiency through instruction in English as a Second Language, English reading, the native language, mathematics, social studies, science, and vocational courses. The program also provided for curriculum and materials development, counseling services, staff training, and parent involvement. In general, program participants showed favorable attitudes to the program. Evaluation indicated that the program achieved its objectives for reading in English. Data on achievement in the content areas were not available. Quillian, Benjamin F., Jr.; Rogers, Kathryn S. (1972). Nine Model Programs for Young Children: Appendix of Supplementary Materials. Volume II. This appendix to the National Program on Early Childhood Education (NPECE) Survey contains materials intended to provide additional information about six of the nine programs described in the survey. Askins, Billy E.; And Others (1974). Clovis-Portales Bilingual Early Childhood Program: Second Year Evaluation Study (1973-74). This report describes and evaluates a bilingual early education intervention program, designed to provide children with successful experiences, using the concept of responsive environment in language development (English and Spanish) and in cognitive and affective development. Instructional, community-parental involvement, staff development, and materials development components of the program are described. The evaluation examined the program's two major components: instructional (language development in English and Spanish, school readiness, and subjective evaluation of the self-concept) and community-parental involvement (information dissemination to community organizations, and home visits providing parents with training in child development and techniques for preschool education in the home). Carter, George E., Ed.; And Others (1978). The Urban Minority Experience: Selected Proceedings of the Annual Conference on Minority Studies (4th, April, 1976), Volume 5. The conference papers presented in this volume focus on the urban minority experience with regard to race, ethnic issues, and ethnic studies programs. The papers which deal with ethnic studies programs address such topics as American Indian Studies, Eurocentric bias in Western studies of Asia, black student alientation at small liberal arts colleges, continuing education programs for social workers, bilingual/bicultural education, innovative models for desegregation, and African Studies curricula. The papers which deal with race and ethnic issues address such topics as ethnicity and pluralism, the urban experience of Italian-Americans, the deportation of Mexicans from East Chicago in 1932, Mexican-American stereotypes, racism and Indian policy in North Carolina, and the increase in urbanization of blacks and the expansion of black participation in nationally based voluntary associations. Stripling, Tom; Hamilton, Regina (1979). Federally-Supported State Vocational Education and Vocational Rehabilitation Programs. Draft. The monograph is designed to encourage developmentally disabled consumers and their advocates to understand, use, and influence their state vocational education and vocational rehabilitation programs. Part I presents an historical discussion of the development of vocational education and vocational rehabilitation. Parallels are drawn between the two programs and organizational charts are provided of federal administrative offices. Parts II and III explore separately the goals and purposes, eligibility and application processes, and activities available under vocational education and vocational rehabilitation. The state formula grant program is focused on in each section. Additional topics in the section on vocational education include training and development programs for vocational education personnel and bilingual vocational education. Alaska State Dept. of Education, Juneau. (1984). Improving Student Achievement in Small Schools. Proceedings of the Annual Alaska Small Schools Conference (4th, Anchorage, Alaska, December 3-5, 1984). Key points of presentations are captured in this report of a conference which addressed issues of concern to educators in Alaska's small schools and provided an opportunity for educators to share classroom approaches that work for them. A total of 77 presentations are briefly summarized. Contents are organized under the following headings: (1) effective teaching and leadership strategies; (2) curriculum topics; (3) educational technology; (4) bilingual/bicultural education; (5) vocational education; and (6) miscellaneous topics. Subjects include improving student achievement, communicating with parents and community, staffing and scheduling in the small high school, qualities of effective small school teachers, curriculum development techniques in small schools, computer resources, instructional television programming, native culture and language instruction, first language assessment tools, computer assisted career planning activities, child abuse in small communities, and characteristics of native leaders. Dev, Poonam C. (1992). Multicultural Education: What Do We Need To Know To Better Meet Our Students' Needs?. This review of the literature on multicultural education is intended to help teachers to better meet the needs of students with learning disabilities from diverse cultural backgrounds. Introductory information defines multicultural education and explains the literature search procedure. A rationale for multicultural education is offered, followed by a discussion of the close relationship between culture and learning, the effects of prejudice and stereotyping, and the special needs of the multicultural student with learning disabilities. Exceptionality within cultural groups and the dangers of generalizing from one population to another are considered, as are the interrelationship of linguistic and disability factors among Limited English Proficiency (LEP) children and the current general failure to adequately serve these children. Ethnocentric attitudes in the schools are contrasted with attitudes endorsing cultural pluralism. The influence of proficiency in English on cognitive development of bilingual students is evaluated. Classroom needs of this population are identified and include providing bilingual special education services.
