Description: The U.  S.  Small Business Administration (SB) plans to issue Program Announcement No.  FAST-2014-R-0008 and make twenty awards of up to $95,000 to organizations to conduct outreach and provide technical assistance services to technology-based small business owners.  Applications will be considered from all 50 states, the District of Columbia, American Samoa, Guam, Virgin Islands, the Commonwealth of Puerto Rico and the Commonwealth of the Northern Mariana Islands.  This program is authorized by Public Law (P.  L.  ) 111-117 and 15 U.  S.  C.  657d©.  There is a one proposal per state limitation on this competition.  Only one proposal from each state may be submitted to the SBA for consideration and this application must have an original, signed Letter of Endorsement from the State Governor (Mayor for the District of Columbia).  Please note that all Technical Proposals must be 25 pages or less double spaced.  See pages 8 a) 9 b) of the Program Announcement for Technical Proposal content.  Eligible applicants include, but are not limited to, state and local Economic Development Agencies, colleges and universities and Small Businesses Development Centers.

a) U.S. public or private, nonprofit colleges/universities offering baccalaureate or 1st professional degree in at least one discipline/area of food & agricultural sciences; b) land-grant colleges/universities (including those in Insular Areas); c) colleges/universities having significant minority enrollments & demonstrable capacity to teach food & agricultural sciences; & d) colleges/universities having demonstrable capacity to teach food & agricultural sciences.

Description: Projects supported by the Higher Education Challenge Grants Program will: (1) address a State, regional, national, or international educational need; (2) involve a creative or non-traditional approach toward addressing that need that can serve as a model to others; (3) encourage and facilitate better working relationships in the university science and education community, as well as between universities and the private sector, to enhance program quality and supplement available resources; and (4) result in benefits that will likely transcend the project duration and USDA support.
