D'Amico, Joseph J.; Nelson, Vickie (2000). How on Earth Did You Hear about Us?: A Study of Exemplary Rural School Practices in the Upper Midwest, Journal of Research in Rural Education. Examines rural educational reforms in a small, isolated, economically disadvantaged Ohio school; an advantaged Michigan school; and an Iowa elementary school with a growing Hispanic population. Common elements contributing to reform success: supportive school culture, attention to change principles, research-based strategies, local adaptations, added resources, small size, motivation by rural "insecurity," and school-community integration. Garcia-Gonzalez, Rebeca (2000). Is It a Dream? Critical Pedagogy in Bilingual, Elementary Classrooms. This study documented the critical practices of four bilingual elementary teachers through ethnographic methods. The research questions focused on their definitions of critical pedagogy and on the influence of the teachers' biographies and school environment on their practices. Data collection at two California Bay Area schools included individual interviews with the teachers, the school leaders, and the students, as well as weekly observations of the schools and classrooms. The multiple case study analysis unveiled practices centered on: respect for the students' families and language; teaching to embrace difference; a curriculum inclusive of the students' life experiences; the planning of self-directed learning experiences; and the inclusion of student choice. The school environment influenced the implementation of critical pedagogy in positive and negative ways. Although the leadership at these liberal schools encouraged critical practices, the lack of resources and time to plan consumed the teachers' energy. Hernandez, Ascension (2000). Equal Educational Opportunity for Hispanic Students in the Oklahoma City Public Schools. This report results from a community forum on educational equity in Oklahoma City, Oklahoma, at which knowledgeable persons and school district personnel provided their perspectives on issues related to educational equity. Data from this forum reveal a serious problem in the large numbers of student suspensions at both the elementary and secondary school levels. The report also shows that different methods are used to count dropouts at the school district and state levels. The Advisory Committee on Civil Rights also received information about the use of waivers to exempt Hispanic students from taking the Iowa Tests of Basic Skills. The school district claims that exclusion is for the benefit of limited English proficient students, but community advocates claim that the waiver is a form of discrimination that targets Hispanic students and does not allow the school district to assess their educational potential properly. Several presenters at the forum recommended that the number of bilingual teachers and bilingual school personnel be increased, the curriculum be improved, and that there should be more parental involvement, with the removal of barriers that hamper communications. Appendixes contain the conference agenda and a report on the testing data from one elementary school.   [More]  Descriptors: Bilingual Education, Dropout Rate, Elementary Secondary Education, Equal Education

Barrett, Frank; D'Sena, Peter (2000). Queens' English and the Teaching of Newcomer-Americans in New York's Most Ethnically Diverse Borough, MCT. Describes the "Newcomers High School" in Queens, New York, a school in which all of the students are recent immigrants, many of limited English proficiency. de Meneses, Fernando (1977). Entre dois mundos: vida quotidiana de criancas portuguesas na america [Between Two Worlds: The Daily Life of Portuguese Children in America]. This Portuguese reader with accompanying teacher's guide describes the culture shock that Portuguese children and their families face when they immigrate to North America. The reader is divided into 75 short stories about the families that come from the rural areas of Portugal where there has been little industrialization. The purpose of the reader is to help children grow to modes of thinking adaptable to the industrial city without losing the values implicit in the life and culture of their village. To achieve this goal, the teacher's guide suggests four steps: (1) to listen with respect to all elements of the old culture, (2) to search for the general values that are at the origin of the different customs, (3) to find the economic and historic reasons why those values were expressed in such customs, and (4) to find ways the permanent values can be incorporated into practices consistent with life in the modern city. For each story, the teacher's guide contains the counseling goal for dealing with the certain cultural aspect of the story, discussion questions, project suggestions, and explanations of certain language and cultural terms used in the story. The text is in Portuguese and the teacher's guide is in English. Descriptors: Acculturation, Biculturalism, Bilingual Education, Cross Cultural Studies
