Schanzer, George O. (1977). A Bilingual-FLES Pilot Program in Buenos Aires, Hispania. This article describes a program in Buenos Aires at the tertiary level offering certification in elementary education plus language certification. Ogletree, Earl J.; Ujlaki, Vilma E. (1985). American-Hispanics in a Pluralistic Society, Migration Today. Results of survey of Hispanic Americans' attitudes toward assimilation show that changes in their cultural patterns and movement toward assimilation were minimal. Hispanics generally want to be Americans with political and economic clout but also desire their own cultural identity. Berrios, Ana Teresa; And Others (1980). Curriculum Guide, English as a Second Language, Kindergarten through Grade Twelve. This curriculum guide provides a detailed description of the program in English as a second language (ESL) in the Newark Public Schools. After an introduction that describes the audiolingual method of teaching foreign languages and that defines briefly the cognitive approach to language instruction and the "silent way," the guide presents the material in seven parts. Parts two and three deal with the philosophy and goals of ESL in Newark. The greatest part of the guide is devoted to: (1) teaching methods and techniques; (2) development of levels and objectives for listening and speaking, reading, writing, and culture; (3) and appendices which provide a large number of class activities and devices. The emphasis is on making the techniques and activities usable by teachers. Each activity is clearly described with regard to procedure and necessary materials; numerous examples of class exercises are provided. Li, Gertraude Roth (1981). The State of Hmong Resettlement and Possible Approaches to Solve Some of Its Problems. This paper describes the Hmong refugees in the United States, the state of their resettlement, and possible approaches to resettlement problems. Included are descriptions of the Hmong background and culture; orientation programs in refugee camps; processes and specific problems of Hmong resettlement; Hmong organizations; Hmong adjustment to culture and language through participation in language programs; and a discussion of potential economic adjustment through training, employment, and engagement in cottage industries. Among the Hmong refugee problems identified are the phenomenon of geographical concentration through secondary migration within the United States; Hmong dissatisfaction due to perceived differences in sponsorship aid to different families; insecurity brought about by adjustment problems and differences in the pace of adjustment among different groups; family conflicts arising from the new environment; and older Hmongs' reluctance to work. Recommendations for easing the resettlement process include: (1) establishing an international orientation program; (2) limiting secondary migration through economic incentives; (3) encouraging more Hmong participation and decision-making in resettlement programs; (4) considering cultural differences when establishing suitable ESL programs; and (5) providing job training programs. Harley, Birgit (1976). Alternative Programs for Teaching French as a Second Language: Introduction, Canadian Modern Language Review. A research colloquium entitled "Alternative programs for teaching French as a second language in the schools of the Carleton and Ottawa School Boards" was held by the Ontario Ministry of Education in April 1976. Serrano, Isidra Albino (1983). Plan for the Implementation of a Multicultural Education Component with an Inter-Disciplinary Approach at the College of Education of the University of Puerto Rico. This document describes the planning of an interdisciplinary, gestalt-oriented, multicultural education component at the University of Puerto Rico's College of Education. The document defines multicultural education, details the rationale behind the project, and explains why it will use two instructional models–intergroup relations, and the bilingual-bicultural model. The document also describes the college's commitment to the plan, its goals and general objectives, and implementation tactics at various administrative levels. In conclusion, the document provides a time frame and describes the envisaged evaluative procedures. Halpern, G.; And Others (1976). An Evaluation of French Learning Alternatives and Comments of Guest Analysts, Canadian Modern Language Review. A summary is given of two years of school system research comparing the effectiveness and costs of the immersion, "extended" and "core" approaches to teaching French as a second language. This research took place in two Ontario boards of education. Bruck, Margaret; And Others (1974). Bilingual Schooling Through the Elementary Grades: the St. Lambert Project at Grade Seven, Language Learning. In this longitudinal study in which a second language was used as the sole or major medium of instruction, the experimental group performed as well as or better than the control groups with respect to language skills, academic skills and cognitive development. Canning, Patricia M. (1986). The Nain Daycare Project, Canadian Journal of Education. The Pavitsiak Centre, a preschool daycare center, was established in Nain, Northern Labrador. Residents include Inuit natives and settlers of European ancestry. The program's initial success is related to meeting community needs, coordinating planning with primary teachers, involving and supporting parents, and preserving the Inuit cultural heritage. Buteau, M.; Gougeon, H. (1984). Evaluation of the Bilingual Kindergarten and Follow-Up Programs, St. Joseph Elementary School, Town of Mount Royal (1983-1984). Submitted to the St. Croix School Commission. Fifth Progress Report. The fifth yearly progress report of a bilingual kindergarten and elementary program offering French-language instruction to native English-speakers is based on test results showing the progress of former program pupils in grades 1-4 during the 1983-84 school year. Progress in grades 1-4 was assessed by classroom observation and individual and group tests in English, French, social studies, and attitudes toward French. These students' results are compared with those of students in a French-language school reception kindergarten, an English-language program, and newcomers to the school in question. The comparisons show group differences in the expected direction, with former reception kindergarten students scoring higher than former bilingual kindergarten students, who in turn scored higher than newcomers and English-language program students. Sex differences in language performance found in earlier years had disappeared. Any long-term impact of the kindergarten program is suspected to be in the pupils' willingness to verbalize in French and in the perception of their own abilities with regard to other pupils rather than in academic performance. Additional opportunities for pupil contact through extracurricular activities are recommended over the addition of French-language courses. Austin Independent School District, TX. Office of Research and Evaluation. (1984). AISD Local/State Bilingual Program, 1983-84. Final Report. This final report summarizes the major Local/State Bilingual Program evaluation findings for the Austin Independent School District around four topics: (1) academic achievement; (2) the new kindergarten and first-grade Limited English Proficiency (LEP) exit criteria; (3) bilingual teacher recruitment; and (4) what can be learned from this year's evaluation. The overall pattern of Hispanic LEP pupil achievement was up from last year's levels in reading, language and mathematics computation, but still dramatically below their English-monolingual peers. Vietnamese LEP students' performance was progressing toward or exceeding the national norm. Lowest LEP student achievement gains were in reading. Except for students at Allison and Becker in the Schoolwide Project (low pupil-to-teacher ratios), Chapter l programs showed no achievement benefits for LEP students. The District's new exit criteria for kindergarteners and first graders helped stabilize the previous "entry-exit-reentry" problem. Bilingually-endorsed teacher recruitment has been quite successful, but many more teachers will have to be recruited if the state does not agree to letting English as a Second Language-endorsed teachers serve English-dominant and balanced-bilingual LEP students.   [More]  Descriptors: Academic Achievement, Asian Americans, Bilingual Education Programs, Bilingual Teachers
