Sutherland, Kenton (1975). Community Colleges; Attracting Spanish-Speaking Students, Change. Opened in 1968 to meet the educational needs of San Mateo County, Canada College did not begin to attract Spanish-speaking students until 1971 when it created a program of courses to deal with English language problems and other courses taught bilingually or entirely in Spanish. Sugarman, Stephen D.; Widess, Ellen G. (1974). Equal Protection for Non-English Speaking School Children: Lau V. Nichols, California Law Review. An analysis of the judicial and educational issues surrounding the Lau V. Nichols case in which suit was brought on behalf of 1800 Chinese-American students attending San Francisco public schools on the basis that they are being denied equal educational opportunity because they do not speak English. Khubchandani, Lachman M. (1972). Planned Change in the Media of Instruction: Problems of Switch-Over, Monda Lingvo-Problemo. To keep the balance between internal and external needs in a modern world regional languages should be used as the media of instruction at the elementary level. Standardized link languages should be introduced at some point in the secondary level to ease the transition from monolingualism to multilingualism. Bain, Bruce (1975). Toward an Integration of Piaget and Vygotsky: Bilingual Consideration, Linguistics. Two studies which examined the effect of bilingual cultural/educational experience on competence are presented. The language/educational matrix of the child is an influential factor in development. Bilingual children tended to have greater "cognitive plasticity" than monolingual children. Vasquez, Hector (1975). Civil Rights at the Crossroads, Integrated Education. Linguistic Reporter (1974). Civil Rights Commission Reports on Discrimination. The U.S. Commission on Civil Rights maintained in a report that Mexican American students are experiencing widespread discrimination in public schools in the Southwest and made 51 recommendations to help promote equal education for Mexican Americans. Khubchandani, Lachman (1977). Language Ideology and Language Development: An Appriasal of Indian Education Policy, Linguistics. A survey of the current language situation in India from a historical perspective, and an analysis of assumptions concerning language development. Markman, Barbara R.; And Others (1975). The Use of Elicited Imitation in Search of an Interim French Grammar, Language Learning. The French language competence of two groups of English-speaking pupils who are educated via French was investigated. Third and fifth grade English-speaking pupils were compared with French-speaking children of the same age. Research is presented in support of the theory that early French immersion of English-speaking children leads to bilingualism. The evidence is limited to children through the end of grade four.
