Abramson, Shareen; And Others (1990). Literacy Development in a Multilingual Kindergarten Classroom, Childhood Education. Whole language activities promote the English literacy development of young children with limited English proficiency. Teaching strategies for promoting whole language development include (1) content-specific instruction; (2) scaffolding; (3) caretaker speech; (4) wait time; (5) peer interaction; and (6) cultural relating. Garcia, Paul A. (1990). Tomorrow's German Program Today: The Mount Washington Story, Die Unterrichtspraxis/Teaching German. Describes the Mount Washington German Magnet School in Kansas City, Missouri, a planned elementary (K-3) school that will provide students with the opportunity to participate in a German-English bilingual program. Sharpe, Pamela (1994). A Study of Some of the Environmental Features Found to Be Conducive to the Bilingual Development of Pre-School Children in Singapore, Early Child Development and Care. Kindergarten and child care center supervisors in Singapore completed questionnaires about their programs and about the competency of children in their program who were bilingual in English and Mandarin. Parents completed a questionnaire about the home environment. Found that parents' provision of language enrichment materials for their children predicted the competency of bilingual children. Necochea, Juan; Cline, Zulmara (1993). Building Capacity in the Education of Language Minority Students, Educational Forum. California's Bilingual Theoretical Framework, an attempt to establish "one best system" for educating language minority students, sets up self-fulfilling prophecies that hinder monolingual teachers' effectiveness. A chronic shortage of bilingual teachers and an influx of low-incidence language minorities create a need to move beyond the framework and empower teachers. Edwards, Viv; Walker, Sue (1994). Multilingual Resources for Children, Language and Education. Responds to Grace Feuerverger's article on literacy intervention. The authors argue that uncritical use of multilingual resources is unlikely to result in significant improvement in students' literacy. They outline problems inherent in the use of multilingual materials and reasons for international cooperation in this area. Swain, Merrill; Lapkin, Sharon (1991). Heritage Language Children in an English-French Bilingual Program, Canadian Modern Language Review. Reports on two studies of minority language children enrolled in a Toronto, Canada, bilingual (English-French) program. The study indicated that focus on the maintenance and development of students' heritage language with specific reference to literacy learning enhanced the learning of French, a third language for the minority language students. Podeschi, Ronald (1990). Teaching Their Own: Minority Challenges to Mainstream Institutions, New Directions for Adult and Continuing Education. Hmong refugees in Milwaukee created a literacy program tailored to their cultural learning needs within a vocational-technical institution. Primary ingredients include instructors from the same cultural background, connections between learning and day-to-day survival, attention to significant social needs of students, and strategies consistent with the cultural assumptions of the community. Simich-Dudgeon, Carmen (1993). Review of "Hold Your Tongue: Bilingualism and the Politics of English Only," by James Crawford, Bilingual Research Journal. Reviews a book that documents the rise of the English-only movement in the 1980s and examines historical and sociocultural factors shaping the movement, potential effects of an official language on constitutional rights of language minorities, anti-immigrant sentiments and America's obstinate monolingualism, and the ongoing battle for equal rights and equal education by Mexican Americans in the Southwest. Sayers, Dennis (1991). Cross-Cultural Exchanges between Students from the Same Culture: A Portrait of an Emerging Relationship Mediated by Technology, Canadian Modern Language Review. Discusses the use of the "portraiture" methodology to study a joint curriculum project between a U.S. and a Puerto Rican bilingual (Spanish-English) elementary school, which focuses on the use of De Orilla a Orilla, an international computer networking project, to arrange collaborative teaching, communicate by electronic mail and teleconferences, and produce a joint bilingual newsletter. Hall, Winnifred M. (1995). Jamaican Deaf Children Interacting with Written Language: Support for Bilingual Instruction?, International Journal of Disability, Development and Education. Multilevel analyses compared performances of 12 deaf Jamaican adolescents (ages 15 and 16) and 12 hearing adolescents (ages 13 and 14) on writing, reading, and (for deaf subjects) sign language tasks. The deaf adolescents' ability to express complex ideas in sign language supported the need for use of a bilingual approach to the teaching of written language to deaf students. Swanwick, Ruth (1994). English as a Foreign Language in a Bilingual Approach in Britain: Toward the Development of a Curriculum for the Teaching of English as a Foreign Language to Deaf Children, ACEHI Journal/Revue ACEDA. This article focuses on the complex dynamics and the practical demands of teaching English to deaf children for whom British Sign Language (BSL) is a preferred/dominant language.
