Hartford City Board of Education, CT. (1973). Child Development – Headstart Program. The Child Development-Head Start program of Hartford is described. Included is a statement of needs, program objectives, a description of the components (sites), and the evaluation plan. This Head Start program has special provisions for Spanish bilingual as well as handicapped children. Parent involvement is stressed. Results of the evaluation indicated gains in language development for the children in the program lasting through the end of kindergarten. Williams, Frederick; Van Wart, Geraldine (1972). On the Relationship of Language Dominance and the Effects of Viewing CARRASCOLENDAS. A study was made of the relationship between the language dominance of a child and the effects of viewing a bilingual television program called Carrascolendas. A previous study showed that the program did have an effect on average knowledge gains among viewers. In order to ascertain whether these gains were in some way related to the language dominance of the child, an index was constructed to determine the child's language dominance–Spanish, English, or bilingual. When this index was correlated with gains made as a result of viewing the program, no significant evidence was found that the effects of viewing Carrascolendas were related to, or dependent upon, the child's language dominance.   [More]  Descriptors: Bilingual Education, Bilingual Students, Educational Television, Elementary School Students

Community School District 7, Bronx, NY. (1978). Final Evaluation Report, School Year 1977/78. Part I: ESEA Title I. Part II: Impact Aid Programs. This report determines the congruence between the designs of the ESEA Title I and Impact Aid Programs and the actual implemented products, and also assesses the worth of these programs in terms of their outcomes. The aims and purposes of programs relating to the strengthening of verbal (including bilingual) and mathematical skills among elementary and junior high school students are discussed; observed programs are described; and evaluations are presented. Recommendations are included for each area and the report is buttressed by pretest and posttest scores which aid in evaluating the effectiveness of the programs. Tables are included. Frasure-Smith, Nancy; And Others (1975). Choosing the Language of Instruction for One's Children: A Quebec Study, Journal of Cross-Cultural Psychology. Ethnic identity patterns and motivations of selected subgroups of Quebec French and English-Canadian parents, who were compared with parents who send their children to "other" language schools (i.e., French-Canadians to English language schools and English-Canadians to French language schools) with those whose children attend schools where the home language is used as the medium of instruction. All parents agreed on the benefits of bilingualism in occupational and educational matters.
