Contained in this paper are the 6 steps that the U.S. Office of Education (OE) has taken, or will be taking, to achieve the impact called for by OE's 1971 Indian Education Task Force. First, OE has amended its policy to include a special focus on American Indian education within the agency. Second, OE is developing certain management procedures to increase the impact of its efforts. Third, the Commissioner of Education has asked the Deputy Commissioner for School Systems to set up a special monitoring plan and schedule for reviews of Title I projects (both Bureau of Indian Affairs [BIA] and non-BIA) serving Indian children. Fourth, OE is studying several alternatives to obtain the best possible guidance from Indian educators and representatives. Fifth, OE is now taking preliminary steps in the development of a policy on the issue of local control in off-reservation settings. Book IV. Workbook). The exercises in the Spanish language workbook are intended to teach comprehension, interpretation, vocabulary, pronunciation, and study skills. The workbook provides one to five pages of reinforcement and follow-up work for each of the stories in the reader of the same title. Exercises stress sentence completion and construction, phonology, alphabetization, grammar, and syllabification. There is also a story for the student to complete by filling in appropriate words in each sentence. An illustrated glossary of new words completes the workbook. The workbook, reader, and accompanying teacher's guide are the fourth level in a series of supplemental materials for teaching reading in Spanish at the second grade level. Baecher, Richard E. (1982). Language Proficiency Assessment: Issues and Definitions. Confusion, misinterpretations, and conflicting theoretical beliefs seem to be characteristic of language assessment practices. Much of the confusion and misrepresentation are due to the great variety of terms used in the language assessment process and to incomplete definitions of these terms and their operations. In an attempt to clarify the situation and sort out definitions of language proficiency, properties of definitions, such as ambiguity and vagueness, and basic rules for defining terms are applied to judgments of current definitions of language proficiency. Several current definitions of language proficiency are analyzed and different theoretical viewpoints attached to its meaning are revealed. It could be said that language proficiency is given different operational definitions according to the context in which it is used. Some guidelines to be employed in constructing a definition of the term are suggested after a clarification of the term assessment in relation to measurement and evaluation. Specifically, these guidelines attempt to define the property with which one is concerned in assessment of language proficiency, to distinguish between "trait names" and "trait definitions," and to define variables in connection with the particular types of individuals involved in any situation.
