West, Alexandra A. (1985). Post-Secondary Bilingual Education at the University of Calgary, Canadian Modern Language Review. The University of Calgary's response to requests from the Canadian Parents for French for a review of bilingual opportunities at the institution is chronicled. The response is analyzed in terms of the financial and pedagogical problems operative on the postsecondary level. Franquez, Eleanor (1972). Bilingual/Bicultural Preschool Education Program: Montessori Design, 1972-73. This report on the Montessori-designed bilingual/bicultural preschool education program of the Compton (California) School District begins with a statement of need. It includes information on project arrangements, organization, and proposed preschool curriculum. It presents plans for inservice staff development and parent participation, involvement, and education. The report also presents evaluation and audit plans, day care activities, a calendar of holidays, and the requested budget. Veidt, Frederick P. (1976). German-English Bilingual Education: The Cincinnati Innovation, Unterrichtspraxis. The Cincinnati Public Schools' German-English Bilingual Alternative School program is discussed. The program was established in 1974 for some 200 monolingual first and second graders, and expands vertically each year to the next grade level. Castellanos, Diego (1979). Bilingual Education Versus School Desegregation: Reconciling the Conflict. Three phenomena are examined in this paper: (1) the segregation inherent in the early stages of bilingual instruction; (2) the Hispanic view of school desegregation; (3) the treatment of Hispanic children by desegregating school systems. Court rulings, Federal guidelines, and other legal mandates concerning the segregation of national origin students are discussed. Harmon, Roger E. (1979). Understanding Laotian People, Language, and Culture. Bilingual Education Resource Series. This is a guide for teachers and administrators to familiarize them with the Laotian people, language and culture. The first section contains a brief geography and history of Laos, a discussion of the ethnic and lingustic groups of Laos, and information on the economic and religious life of these groups. Section two describes the Laotian refugee experience and considers some of the adjustments Laotians must make for their new life in the United States. This section also explains elements of the international, national and local support systems which assist Indochinese refugees. Section three gives a brief history of the educational system in Laos, and the implications for educational needs of Laotians now residing in the United States. Suggestions for working with Laotians in the schools and some potential problem areas are also covered. The last section presents an analysis of the Laotian language. Emphasis is placed on the problems Laotians have with English, and suggestions are made for overcoming these difficulties. Bernal, Ernest M. (1980). Testing Spanish Native Language Skills in Bilingual Education. Although research on bilingualism in the schools shows the importance of measuring both English and Spanish language skills regularly, the testing of Spanish falls behind in both quality and frequency. Concerted multidisciplinary cooperation among bilingual educators, linguists, and psychometricians is now needed to produce a variety of valid instruments that simultaneously address the pedagogical and classificatory needs of bilingual programs as well as evaluators' and researchers' needs for versatile and accurate measures of educationally consequential skills. Tests currently used sometimes try not to identify limited-English students to save budgets, rest on questionable assumptions, purport to measure the impossible, do not guide users in the results, or present linguistically unrealistic demands. Academic achievement tests are often not well suited to Spanish speakers. The need is for tests that avoid the pitfalls of current measures, have high content validity and practical administrability, have scaling and categorizing systems well tested in groups with a meaningful range of language competencies at different grade or developmental levels, and measure all receptive and productive language modes. Additional techniques should be developed for testing bilingual teachers' professional and interpersonal language proficiency. Since current compensatory bilingual instruction is reproductive and assimilative in character, it is too limited for facilitating the advancement of linguistic and cultural minorities. Without a well organized community movement toward social change, the system will continue to maintain current social inequalities. Drake, Diana Mack (1978). Bilingual Education Programs for Indian Children in Mexico, Modern Language Journal. The philosophy, practice, and goals of a bilingual-bicultural elementary school program in Mexico are presented. Yawkey, Thomas D.; Prewitt-Diaz, Joseph O. (1990). Early Childhood: Theories, Research and Implications for Bilingual Education. Two theoretical frameworks, which underlie education programs for young Limited-English-Proficient (LEP) children, are explored: cognitive/developmental and maturational/linguistic theories. The cognitive/developmental view supports the idea that intellectual and language growth and learning are action oriented and variable among young children and are affected by factors such as direct experiences with the physical and social worlds. The maturational/linguistic view stresses development and learning as a series of overlapping, predetermined, and continually emerging traits. A third view is recommended that is an offshoot of the maturational/linguistic view: the sociolinguistic perspective, which recognizes the significant affect that the sociocultural milieu has on children's language and intellectual traits. Several cognitive developmental implications for young LEP children are discussed, including practical applications to the early childhood classroom and home environments. Discovery learning (free, prompted, and directed) and the selection of materials for language and intellectual development are also suggested. Implications for further research are noted.
