Surveys of 176 bilingual preK-5 teachers in San Antonio (Texas) schools investigated bilingual teachers' beliefs about the nature of knowledge and the influence of those beliefs on teaching practices. Respondents had specific beliefs about how bilingual children learn, and their beliefs were influenced by prior experiences, especially professional teaching experiences. (Contains 79 references.) Michigan State Dept. of Education, Lansing. (1976). Report on Bilingual Education, 1975-76. The purpose of this report is to fulfill the statutory requirement (Public Act 294, 1974) that the Michigan State Department of Education "make an annual report relative to bilingual instruction programs to the legislature and the governor." The report is designed to present the information necessary to understand the 1975-76 status of bilingual education and the degree to which Public Act 294 has been implemented. This report describes the requirements of compliance with the act and the steps taken to meet them. Activities undertaken are: formulating a position statement, determining need, securing and utilizing resources, technically assisting school districts, conducting workshops and establishing an advisory council and reviewing department policies. John-Steiner, Vera; Cooper, Elizabeth (1976). Recent trends in Bilingual Education. During the last decade, bilingual programs have increased dramatically in number and scope; but there are still many problems to be resolved in implementing cultural pluralism. The definition of who is bilingual is an important issue. Bilingual programs currently in existence vary between the widely used transitional model (where instruction is conducted in both languages for the first three years schooling, but in the third year instructors make the transition to a sole reliance on English as the teaching language) and reciprocal bilingualism, where children of the mainstream are exposed to instruction in two languages in their early years. The large majority of programs currently in existence lack effective parental participation. New approaches to assessing language proficiency are now being developed. Established programs are now pioneering in the development of culturally relevant and interesting materials; a national network of Materials Development and Resources Centers is in service. This report discusses research-supported principles and practices in the professional development of bilingual education teachers and teachers of language minority students, illustrated with the experiences of a number of specific projects. An introductory section offers background and the philosophy of the study. Subsequent sections address principles of effectiveness and promising practice (an overview of projects with promising practices, new teacher recruitment and preparation, continuing professional education, and provision of a context supporting professional growth); present descriptions of 12 professional development projects; examine specific challenges in design and implementation (competing constituent goals, quality control, institutionalization of practices, and effects of projects on the minority language community); and discuss policy implications (professional standards, the role of federal support, contributions of project team stability, integration of new ideas across content, partnership of local education agencies and higher education institutions, and the importance of language resources).
